Narrative:
On a 090 heading headed east towards the stw VOR we; the crew; believe we were given a descent to 2;000 ft MSL by ATC. At 2;000 ft MSL we received a GPWS caution. ATC instructed us to climb to 3;000 ft. We were constantly monitoring the GPWS and made a climb to 3;000 ft without further incident. We made a follow up phone call with ATC after landing and they said they were in the process of changing the MVA's in that area. They also stated that no further action was being taken in this event. Poor weather in the new york area all morning and afternoon led to high traffic density and radio chatter at the time of the incident.
