Narrative:

I was flying the aircraft on the arlin 7 arrival into phx. Prior to initiating the STAR the captain and I discussed the fact that the STAR had been revised, both missing the fact that the new inbound course was off of chd (113.3) instead of salt river (115.6) now. Approaching inbound on the buckeye 215 degree right and nearing the lead point to turn inbound I selected the new course and tuned in srp instead of chd. Immediately I knew something was wrong! The course needle was full deflection and instead of having 19 NM, I had 9 NM to complete the crossing restriction. Out of 16000' I was not totally concerned with making the 11000' and 280 degree crossing restriction at arlin. As I found the error of my way and dialed in chd, ZAB asked if we were turning in on the radial. I now showed 2 degrees north of the radial at 59 DME (7 NM west from arlin intersection). I was given a heading to fly and we were told to contact phx approach. On contact with phx approach we were given even a further right heading. We were now indicating that we were on the radial. Phx approach control stated that they showed us still north of it. We were given radar vectors to a visibility landing on runway 26L at phx. Both VOR's checked out good on the ground in phx. I believe a jump seat rider was a distraction although not a cause, as the captain was talking with him during the arrival. Although the approach plate is easily readable, with a big change such as with the arlin 7 arrival in phx it should be renamed from arlin and/or the fact that a new navigation facility is the main NAVAID should be highlighted. A more thorough briefing on an otherwise routine procedure, since it was a revised procedure, would have been appropriate.

Title: FLT CREW BECAME CONFUSED AND TUNED WRONG FAC AND DID NOT INTERCEPT CORRECT INBOUND COURSE.

Narrative: I WAS FLYING THE ACFT ON THE ARLIN 7 ARR INTO PHX. THE COURSE NEEDLE WAS FULL DEFLECTION AND INSTEAD OF HAVING 19 NM, I HAD 9 NM TO COMPLETE THE XING RESTRICTION. OUT OF 16000' I WAS NOT TOTALLY CONCERNED WITH MAKING THE 11000' AND 280 DEG XING RESTRICTION AT ARLIN. AS I FOUND THE ERROR OF MY WAY AND DIALED IN CHD, ZAB ASKED IF WE WERE TURNING IN ON THE RADIAL. I NOW SHOWED 2 DEGS N OF THE RADIAL AT 59 DME (7 NM W FROM ARLIN INTXN). I WAS GIVEN A HDG TO FLY AND WE WERE TOLD TO CONTACT PHX APCH. ON CONTACT WITH PHX APCH WE WERE GIVEN EVEN A FURTHER RIGHT HDG. WE WERE NOW INDICATING THAT WE WERE ON THE RADIAL. PHX APCH CTL STATED THAT THEY SHOWED US STILL N OF IT. WE WERE GIVEN RADAR VECTORS TO A VIS LNDG ON RWY 26L AT PHX. BOTH VOR'S CHKED OUT GOOD ON THE GND IN PHX. I BELIEVE A JUMP SEAT RIDER WAS A DISTR ALTHOUGH NOT A CAUSE, AS THE CAPT WAS TALKING WITH HIM DURING THE ARR. ALTHOUGH THE APCH PLATE IS EASILY READABLE, WITH A BIG CHANGE SUCH AS WITH THE ARLIN 7 ARR IN PHX IT SHOULD BE RENAMED FROM ARLIN AND/OR THE FACT THAT A NEW NAV FAC IS THE MAIN NAVAID SHOULD BE HIGHLIGHTED. A MORE THOROUGH BRIEFING ON AN OTHERWISE ROUTINE PROC, SINCE IT WAS A REVISED PROC, WOULD HAVE BEEN APPROPRIATE.
