New garbage dump inside of the OM for runway 4R at jfk a CAT III runway. This causes many seagulls to be flying in the area. Aircraft cross this area between 700' and 500'.

Title: FLT CREW REPORTS GULLS ON APCH TO RWY 4 AT JFK AND A SUPPOSED NEW GARBAGE DUMP.
Narrative: NEW GARBAGE DUMP INSIDE OF THE OM FOR RWY 4R AT JFK A CAT III RWY. THIS CAUSES MANY SEAGULLS TO BE FLYING IN THE AREA. ACFT CROSS THIS AREA BETWEEN 700' AND 500'.
