Narrative:

I was working at mco approach control. The controller working st-D started briefing me of his traffic. The traffic in question was corp X holding at the leesburg NDB at 3000'. Corp X was nwbnd at the time the briefing started. Small aircraft Y was handoff from ZJX at 3000', sebnd (heading 120 degrees). At the time we started the briefing X and Y were about 6.7 mi apart. Towards the end of the briefing I realized that we were losing sep, so I got off the briefing line and turned small aircraft Y to an 090 degree heading and turned aircraft X left heading 260 degrees immediately. X questioned the heading because he was making right turns. By that time we lost sep. All I could do was issue traffic. Both pilots were IMC. Contributing factors: 1) bad procedures--ZJX can use 3000' only if they have 4000' traffic. If the WX is bad you must hold traffic at 3000' at the NDB until the first aircraft has cancelled IFR (non controled airport). It is about 9 mi from the boundary to leesburg NDB, and 36.9 mi from the radar antenna, so just northwest of leesburg we must use 5 mi sep because of the 40 mi rule. The center should have to coordinate all traffic at 3000'. 2) if a controller uses the word 'immediate,' pilots should do it, then question what is going on. 3) I feel because the facility is using so much overtime that they rush people through chkout too fast. The controller I relieved just checked out on position a couple weeks ago. He should have resolved the conflict before we started the briefing, but because I took the frequency, I am taking the heat also.

TOWARDS THE END OF THE BRIEFING I REALIZED THAT WE WERE LOSING SEP, SO I GOT OFF THE BRIEFING LINE AND TURNED SMA Y TO AN 090 DEG HDG AND TURNED ACFT X LEFT HDG 260 DEGS IMMEDIATELY. X QUESTIONED THE HDG BECAUSE HE WAS MAKING RIGHT TURNS. BY THAT TIME WE LOST SEP. ALL I COULD DO WAS ISSUE TFC. BOTH PLTS WERE IMC.
