Narrative:
Air carrier a flight xx (medium large transport) on approach to iah, we were vectored and subsequently cleared for the ILS 9 approach. While descending on G/south and tracking ILS localizer inbound (automatic/coupled approach) encountered a near miss with air carrier B. Flight xy (medium large transport) we were just breaking out of a ragged overcast when captain spotted medium large transport at our 2 O'clock position. He took evasive action after disconnecting autoplt. Flight xy passed below and behind. We continued ILS approach and landed no injuries. Callback conversation with reporter revealed following information. The reporter states that he has no idea where the other aircraft was going and had not heard any radio conversation referring to the other aircraft. He states that a formal investigation is underway and includes the FAA and the NTSB although he is unsure what if any conclusions have been reached. His opinion is that the other aircraft was on a vector and either was given erroneous heading information or responded incorrectly to heading information.
Original NASA ASRS Text
Title: WHILE ESTABLISHED ON THE LOCALIZER CONDUCTING AN ILS APCH REPORTER ACFT HAD A NMAC WITH ANOTHER AIR CARRIER ACT.
Narrative: ACR A FLT XX (MLG) ON APCH TO IAH, WE WERE VECTORED AND SUBSEQUENTLY CLRED FOR THE ILS 9 APCH. WHILE DSNDING ON G/S AND TRACKING ILS LOC INBND (AUTO/COUPLED APCH) ENCOUNTERED A NEAR MISS WITH ACR B. FLT XY (MLG) WE WERE JUST BREAKING OUT OF A RAGGED OVERCAST WHEN CAPT SPOTTED MLG AT OUR 2 O'CLOCK POS. HE TOOK EVASIVE ACTION AFTER DISCONNECTING AUTOPLT. FLT XY PASSED BELOW AND BEHIND. WE CONTINUED ILS APCH AND LANDED NO INJURIES. CALLBACK CONVERSATION WITH RPTR REVEALED FOLLOWING INFO. THE RPTR STATES THAT HE HAS NO IDEA WHERE THE OTHER ACFT WAS GOING AND HAD NOT HEARD ANY RADIO CONVERSATION REFERRING TO THE OTHER ACFT. HE STATES THAT A FORMAL INVESTIGATION IS UNDERWAY AND INCLUDES THE FAA AND THE NTSB ALTHOUGH HE IS UNSURE WHAT IF ANY CONCLUSIONS HAVE BEEN REACHED. HIS OPINION IS THAT THE OTHER ACFT WAS ON A VECTOR AND EITHER WAS GIVEN ERRONEOUS HEADING INFO OR RESPONDED INCORRECTLY TO HEADING INFO.
