Narrative:

Fgt overhead regional airport at 5000' entering initial for rca AFB, proceeding north. Small aircraft inbound to regional airport entering left downwind runway 14. The fgt was not coordinated, approved or otherwise authority/authorized through rap regional airspace by rap controllers. Non radar procedures were in effect at the time of occurrence and air force controllers failed to restrict the fgt.

Narrative: FGT OVERHEAD REGIONAL ARPT AT 5000' ENTERING INITIAL FOR RCA AFB, PROCEEDING N. SMA INBND TO REGIONAL ARPT ENTERING LEFT DOWNWIND RWY 14. THE FGT WAS NOT COORDINATED, APPROVED OR OTHERWISE AUTH THROUGH RAP REGIONAL AIRSPACE BY RAP CTLRS. NON RADAR PROCS WERE IN EFFECT AT THE TIME OF OCCURRENCE AND AIR FORCE CTLRS FAILED TO RESTRICT THE FGT.
