Narrative:
A cessna landed and did not exit the runway promptly. A second cessna was on very short final when I noticed; and I attempted to send him around; but the pilot's lack of english comprehension caused him to land anyway; and get within 3;000 feet of the aircraft ahead. Make sure that pilots are fluent in english.

Title: LGB Controller described a loss of required runway separation when a go-around clearance was ignored by a landing aircraft. The reporter claimed that a lack of English proficiency was the causal factor.
Narrative: A Cessna landed and did not exit the runway promptly. A second Cessna was on very short final when I noticed; and I attempted to send him around; but the pilot's lack of English comprehension caused him to land anyway; and get within 3;000 feet of the aircraft ahead. Make sure that pilots are fluent in English.
