Narrative:
The controller next to me gave radar contact to the aircraft at 3200 ft MSL and cleared the aircraft direct flaak for the eph 6 into sea. I told the controller the aircraft was below terrain and controller took no action. MVA in that area is 6000 ft. Supervisor watched this happen and said he would take action. None taken. The area manager was aware this happened but wanted to wait and see what action his supervisor was going to take. Almost 2 weeks after this happened and no one has tried to correct the performance of the cpc. Peer pressure on this controller has not worked, and vectors below terrain are still given. I have to wonder why no action is taken. Normal operations for this situation would have been 'leaving 6000 ft, cleared direct flaak, eph 6 to sea.'

Title: ZSE CTLR IS CONCERNED WITH PROFICIENCY OF FELLOW CTLR REGARDING ALT ASSIGNMENTS AND TERRAIN CLRNC.
Narrative: THE CTLR NEXT TO ME GAVE RADAR CONTACT TO THE ACFT AT 3200 FT MSL AND CLRED THE ACFT DIRECT FLAAK FOR THE EPH 6 INTO SEA. I TOLD THE CTLR THE ACFT WAS BELOW TERRAIN AND CTLR TOOK NO ACTION. MVA IN THAT AREA IS 6000 FT. SUPVR WATCHED THIS HAPPEN AND SAID HE WOULD TAKE ACTION. NONE TAKEN. THE AREA MGR WAS AWARE THIS HAPPENED BUT WANTED TO WAIT AND SEE WHAT ACTION HIS SUPVR WAS GOING TO TAKE. ALMOST 2 WKS AFTER THIS HAPPENED AND NO ONE HAS TRIED TO CORRECT THE PERFORMANCE OF THE CPC. PEER PRESSURE ON THIS CTLR HAS NOT WORKED, AND VECTORS BELOW TERRAIN ARE STILL GIVEN. I HAVE TO WONDER WHY NO ACTION IS TAKEN.
