Narrative:

On approach for landing runway 28 at ord during initial contact with tower; we were informed of traffic 1 o'clock; VFR helicopter north of runway center line. Configured for landing prior to 1;000 ft AGL at approximately 1;200 ft we received an RA - 'climb; climb'. I was already manually flying; so I added power and started to climb; made a quick look out and saw a helicopter; to our right; at our altitude; reverse direction; go by at an uncomfortably close proximity to our aircraft. TCAS announced 'clear of conflict' simultaneously. We informed tower of the RA and continued the approach to landing. As the 1;000 ft stabilized approach criteria had not been exceeded and the climb command was over immediately; we continued the approach and landed. I asked tower for a phone number after clearing the runway. Suggestions; I spoke to tower supervisor; he informed me of a VFR procedure for helicopters to exit the airspace east between runway 28 and runway 27L. He also said it was not unusual for aircraft on approach to receive an RA while on approach while the helicopter exits the airdrome. I find this an unacceptable procedure for aircraft to have to respond to an RA in this phase of flight. More importantly; this helicopter was way too close to my aircraft. I believe we were lucky as I am not confidant this helicopter had visual with my aircraft or it wouldn't be so close with out evasive maneuvers. These procedures deserve review and scrutiny. This is a near-miss incident in my opinion.
