Narrative:
I was captain on medium large transport on XXX, en route from phl to mia. While in cruise at 35000' approximately 40 mi south of charleston, sc, I was hanging up my passenger P/a microphone after having made an announcement, when I saw 4 fgt type aircraft in my 10 O'clock position. They were moving to my 8 O'clock position in steep banks turning away from me with some of the aircraft evidently pulling high g-loads as vapor trails were coming from their wing tips. Radio traffic was dead quiet as it normally is after something like this happens. I checked to be sure that my flight was on course and on altitude. After a few mins with no comment from center, we tested our communications receiver with the communications test button and it seemed to be ok. After a few mins we called center and checked in and were advised that center had been trying continuously to call us and ask if we had seen the fgt's go by. After a few more mins, we were given a frequency change and I heard a technician from center giving test calls on the frequency. I later asked my company ATC liaison to check with center and find out what happened. I was advised that the fgt's had busted out of their practice area and that my flight was on course and operating as cleared. As for the radio calls, we were advised that center had been having trouble with that frequency and they thought their transmitter had failed. As for a recommendation as to how a recurrence like this can be prevented, I can only suggest that the controller controling military tactical flts use an attention getter (ie, whistle, siren, bells, etc) to alert military flts in emergency situations. If I can be of any further service, please phone me at any time.

I WAS ADVISED THAT THE FGT'S HAD BUSTED OUT OF THEIR PRACTICE AREA AND THAT MY FLT WAS ON COURSE AND OPERATING AS CLRED. AS FOR THE RADIO CALLS, WE WERE ADVISED THAT CENTER HAD BEEN HAVING TROUBLE WITH THAT FREQ AND THEY THOUGHT THEIR XMITTER HAD FAILED. AS FOR A RECOMMENDATION AS TO HOW A RECURRENCE LIKE THIS CAN BE PREVENTED, I CAN ONLY SUGGEST THAT THE CTLR CTLING MIL TACTICAL FLTS USE AN ATTN GETTER (IE, WHISTLE, SIREN, BELLS, ETC) TO ALERT MIL FLTS IN EMER SITUATIONS.
