Narrative:
Dispatched msp international and during taxi got an 'anti-skid off' light on forward panel. MEL called for dispatch approval. Called atl flight control and got that approval, anti- skid switch placed in off position and standard procedures followed. First officer made landing and decelerated the aircraft primarily with thrust reverse and secondarily with very light braking. At 65 KTS I took the aircraft and applied braking at approximately 60 KTS. Aircraft's nose pulled left 10 degrees as if left brakes were dragging or locking. Nosewheel steering required to keep aircraft on centerline for remainder of rollout. Aircraft stopped on centerline with nose cocked 10 to 15 degrees left. No amount of power could move the aircraft. Felt like brakes were locked. Airport operations vehicle then informed us all 4 main tires were blown. Towed to gate. Runway had light accumulation of wet snow, but pavement and markings were visible. Braking action reported as fair by previous l- 1011. Have flown B-737's since 1984 and have landed with anti-skid off without incident more than a couple of times. Probably will go back to gate next time and talk to local maintenance rather than handle dispatch approval over the VHF with atl flight control.

Narrative: DISPATCHED MSP INTL AND DURING TAXI GOT AN 'ANTI-SKID OFF' LIGHT ON FORWARD PANEL. MEL CALLED FOR DISPATCH APPROVAL.
