Narrative:

While descending from 3000 to 2500' MSL, received instruction from roc approach control to immediately climb to 5000' and turn about 180 degrees left. This was due to another aircraft already on the final approach path inbound to runway 22. The other aircraft's landing lights were observed at our 1 O'clock position at 1 mi or less. A later phone call to ATC supervisor said that after a preliminary review of the tapes that the approach controller had made an error in turning our aircraft into approaching traffic.
