Narrative:
The problem arose when orf approach put an small transport in front of us while we were on an approximately 7-8 mi final for runway 23. We had to start slowing down immediately and rapidly to try to stay behind him. While under orf tower's control, on approximately a 2-2 1/2 mi final, we were told to 'go around.' I replied, 'negative, would you please hold off on that decision for awhile, we are doing 80 KTS.' my intention was not to refuse the go around but put it off if possible. The woman on orf tower responded to my reply with an 'ok,' or, 'roger,' or something that made me assume that it was ok to continue, but she did not respond in a negative manner, or say again for us to go around. As we approached a 1 mi final (approximately), orf tower told the small transport to take the next right turn off the runway if possible. With no reply and then asked him to expedite. He (small transport pilot) then said that, 'the runway is mine while I'm on it and I'll turn off when it's safe to turn off. Do you understand? You people need to understand this,' not to tell someone to get off the runway like that. He said a few other things tying the frequency up about 10 seconds. While he was making his speech, we were almost in the flair out landing hoping to get a word in to the tower to verify a landing clearance. We touched down when he was still talking (small transport pilot) and we did not receive a landing clearance. After clearing the runway the tower controller switched us to ground control and said, 'thanks for your help.' upon contacting ground control and receiving taxi clearance we (my first officer and I) exchanged a few words with the small transport pilot over the radio about his inability to fly and our unprofessionalism, etc. He took approximately 6500' to stop his small transport and was obviously pushing ATC with his effortless attempt to get off the runway and badgering speech. We landed well after he cleared the runway and since we could not get through to tower we had to assume that it was ok to land. There was no mention of any conflict from this to us by ATC. Again she (tower) told us, 'thanks for your help!' not until the next day did I find out that there were 2 incident reports filed over this occurrence--not having a landing clearance on our part and unnecessary comments made on the frequency.

Title: ACR LANDED ON RWY WITHOUT CLRNC.
Narrative: THE PROB AROSE WHEN ORF APCH PUT AN SMT IN FRONT OF US WHILE WE WERE ON AN APPROX 7-8 MI FINAL FOR RWY 23. WE HAD TO START SLOWING DOWN IMMEDIATELY AND RAPIDLY TO TRY TO STAY BEHIND HIM. MY INTENTION WAS NOT TO REFUSE THE GO AROUND BUT PUT IT OFF IF POSSIBLE. AS WE APCHED A 1 MI FINAL (APPROX), ORF TWR TOLD THE SMT TO TAKE THE NEXT RIGHT TURN OFF THE RWY IF POSSIBLE. WITH NO REPLY AND THEN ASKED HIM TO EXPEDITE. HE (SMT PLT) THEN SAID THAT, 'THE RWY IS MINE WHILE I'M ON IT AND I'LL TURN OFF WHEN IT'S SAFE TO TURN OFF. DO YOU UNDERSTAND? YOU PEOPLE NEED TO UNDERSTAND THIS,' NOT TO TELL SOMEONE TO GET OFF THE RWY LIKE THAT. HE SAID A FEW OTHER THINGS TYING THE FREQ UP ABOUT 10 SECS. WHILE HE WAS MAKING HIS SPEECH, WE WERE ALMOST IN THE FLAIR OUT LNDG HOPING TO GET A WORD IN TO THE TWR TO VERIFY A LNDG CLRNC. WE TOUCHED DOWN WHEN HE WAS STILL TALKING (SMT PLT) AND WE DID NOT RECEIVE A LNDG CLRNC. AFTER CLRING THE RWY THE TWR CTLR SWITCHED US TO GND CTL AND SAID, 'THANKS FOR YOUR HELP.' UPON CONTACTING GND CTL AND RECEIVING TAXI CLRNC WE (MY F/O AND I) EXCHANGED A FEW WORDS WITH THE SMT PLT OVER THE RADIO ABOUT HIS INABILITY TO FLY AND OUR UNPROFESSIONALISM, ETC. HE TOOK APPROX 6500' TO STOP HIS SMT AND WAS OBVIOUSLY PUSHING ATC WITH HIS EFFORTLESS ATTEMPT TO GET OFF THE RWY AND BADGERING SPEECH. WE LANDED WELL AFTER HE CLRED THE RWY AND SINCE WE COULD NOT GET THROUGH TO TWR WE HAD TO ASSUME THAT IT WAS OK TO LAND. THERE WAS NO MENTION OF ANY CONFLICT FROM THIS TO US BY ATC. AGAIN SHE (TWR) TOLD US, 'THANKS FOR YOUR HELP!' NOT UNTIL THE NEXT DAY DID I FIND OUT THAT THERE WERE 2 INCIDENT RPTS FILED OVER THIS OCCURRENCE--NOT HAVING A LNDG CLRNC ON OUR PART AND UNNECESSARY COMMENTS MADE ON THE FREQ.
