Narrative:
Air carrier X, during a localizer approach to runway 30 at mia, both the approach controller and my crew were busy. Speed restr to birdd (the final approach fix) was above gear lowering speed and in the clouds so there was a rush to get configured and establish a stabilized approach. On landing rollout, the first officer realized that we had not been switched to tower and had not been cleared to land. I include a 'cleared to land' and restr phrase at the end of the final checklist but it is not a checklist item. I'll suggest it to the company. Supplemental information from acn 296036: we were on approach to mia runway 30. After passing birdd intersection inbound, we were never switched to tower frequency. Therefore, we landed on runway 30 without hearing formal clearance to land by mia tower. This event occurred because of flight crew and ATC error. The problem was discovered on the ground after a safe landing, when I realized the tower frequency was not active in the radio window.
Original NASA ASRS Text
Title: ACR X LANDED WITHOUT CLRNC.
Narrative: ACR X, DURING A LOC APCH TO RWY 30 AT MIA, BOTH THE APCH CTLR AND MY CREW WERE BUSY. SPD RESTR TO BIRDD (THE FINAL APCH FIX) WAS ABOVE GEAR LOWERING SPD AND IN THE CLOUDS SO THERE WAS A RUSH TO GET CONFIGURED AND ESTABLISH A STABILIZED APCH. ON LNDG ROLLOUT, THE FO REALIZED THAT WE HAD NOT BEEN SWITCHED TO TWR AND HAD NOT BEEN CLRED TO LAND. I INCLUDE A 'CLRED TO LAND' AND RESTR PHRASE AT THE END OF THE FINAL CHKLIST BUT IT IS NOT A CHKLIST ITEM. I'LL SUGGEST IT TO THE COMPANY. SUPPLEMENTAL INFO FROM ACN 296036: WE WERE ON APCH TO MIA RWY 30. AFTER PASSING BIRDD INTXN INBOUND, WE WERE NEVER SWITCHED TO TWR FREQ. THEREFORE, WE LANDED ON RWY 30 WITHOUT HEARING FORMAL CLRNC TO LAND BY MIA TWR. THIS EVENT OCCURRED BECAUSE OF FLC AND ATC ERROR. THE PROB WAS DISCOVERED ON THE GND AFTER A SAFE LNDG, WHEN I REALIZED THE TWR FREQ WAS NOT ACTIVE IN THE RADIO WINDOW.
