Narrative:
Taxiing in after landing 21L were told to hold short of 21C at foxtrot; approaching 21C tower cleared us to cross 21C with an aircraft holding in position for takeoff. Prior to crossing 21C I asked copilot to confirm that we were cleared to cross and that aircraft in position was not rolling. After crossing 21C and contacting ground we were told to call tower after parking. Tower informed us that they thought they cleared us to cross,but were reviewing tapes as they had also cleared aircraft into position to takeoff. After reviewing tapes dtw tower confirmed that they had cleared us to cross and other aircraft to takeoff and that it was their error and would be on file. I do not remember tower clearing other aircraft for takeoff, though both the first officer and I discussed the fact that he was in position as we started across 21C. The only solution I can see is to slow the operation down slightly at this very busy and congested airport. The current safeguards did work though, and we kept adequate sep even if the controller technically made an error. Supplemental information from acn 109661: the aircraft taxiing directly in front of us was cleared to cross 21C. Shortly thereafter the local controller cleared us to cross 21C and informed us the aircraft on the runway was in position and hold. A phone conversation with tower indicated that they concurred with us the fact that we had been cleared to cross 21C, but that they had also cleared the aircraft on the runway for takeoff and then cancelled the takeoff. The aircraft was at least 4000' down the runway.

Title: ATCT LCL CTLR CONFUSION CAUSED REPORTERS TO BE CLEARED ACROSS ACTIVE RWY AS ANOTHER ACFT WAS CLEARED FOR TKOF. ERROR WAS NOTICED AND TKOF CLRNC CANCELLED.
Narrative: TAXIING IN AFTER LNDG 21L WERE TOLD TO HOLD SHORT OF 21C AT FOXTROT; APCHING 21C TWR CLRED US TO CROSS 21C WITH AN ACFT HOLDING IN POS FOR TKOF. PRIOR TO XING 21C I ASKED COPLT TO CONFIRM THAT WE WERE CLRED TO CROSS AND THAT ACFT IN POS WAS NOT ROLLING. AFTER XING 21C AND CONTACTING GND WE WERE TOLD TO CALL TWR AFTER PARKING.
