Narrative:
I was working combined positions ending the midnight shift at the woodstown sector. I had 5 aircraft in the air and coordinating clrncs with satellite towers on another line. I radar idented air carrier X and gave instructions to climb and proceed via ptw VOR flight plan route. The aircraft transponder was not observed at the initial radar identify phase of flight. Normally transponder at phl does not acquire until the aircraft leaves 700'. I assumed the transponder would acquire and eventually was distracted coordinated elsewhere. Shortly after this occurred I was relieved and I left out the air carrier in my relief briefing to the controller taking the position. When the facility sectors/satellite towers are operating, it's quite distracting and I feel I was distracted with non control duties to the point I was unable to pay 100% attention to my traffic. I was also fatigued from working my third midnight shift.

Title: ACR PENETRATED ADJACENT AIRSPACE WITHOUT HANDOFF OR POINTOUT.
Narrative: I WAS WORKING COMBINED POSITIONS ENDING THE MIDNIGHT SHIFT AT THE WOODSTOWN SECTOR. I HAD 5 ACFT IN THE AIR AND COORDINATING CLRNCS WITH SATELLITE TWRS ON ANOTHER LINE. I RADAR IDENTED ACR X AND GAVE INSTRUCTIONS TO CLB AND PROCEED VIA PTW VOR FLT PLAN ROUTE. THE ACFT XPONDER WAS NOT OBSERVED AT THE INITIAL RADAR IDENT PHASE OF FLT. NORMALLY XPONDER AT PHL DOES NOT ACQUIRE UNTIL THE ACFT LEAVES 700'. I ASSUMED THE XPONDER WOULD ACQUIRE AND EVENTUALLY WAS DISTRACTED COORDINATED ELSEWHERE. SHORTLY AFTER THIS OCCURRED I WAS RELIEVED AND I LEFT OUT THE ACR IN MY RELIEF BRIEFING TO THE CTLR TAKING THE POS. WHEN THE FAC SECTORS/SATELLITE TWRS ARE OPERATING, IT'S QUITE DISTRACTING AND I FEEL I WAS DISTRACTED WITH NON CTL DUTIES TO THE POINT I WAS UNABLE TO PAY 100% ATTN TO MY TFC. I WAS ALSO FATIGUED FROM WORKING MY THIRD MIDNIGHT SHIFT.
