Narrative:
Aircraft came from fairfield to anc where passenger were offloaded and there was a crew change. We got on the aircraft and were absolutely shocked at all the carry on items stashed everywhere. The passenger were an instant ready unit from fort ord. They had not only the normal rifle, helmet utility belts, heavy jackets; but also many tripods and something that looked like shoulder held launchers. Almost all spaces between seats where passenger feet would go were full of stuff. Exits were piled with items. After F/a's made strong objections the captain talked to the troop commander. It was agreed a work group would come on and pull all the tripods, launchers and weapons which didn't fit under seats. These were put in forward cargo compartment and filled a 10x10' space almost waist deep. I asked our training department to reissue a bulletin to F/a's that mac flts must comply with far baggage restrictions. The answer I got back was, mac is exempt from the far's. This is exactly what the crew who originally allowed all the stuff in the cabin from ksuu were told. A few yrs ago you got the FAA mac to agree to inform mac contract carriers that far baggage restrictions apply on mac flts--think this needs to be done again.
