Narrative:
A situation such as cerritos happened in this situation. The atx was en route from pih to ida via V21 at 9000'. There was an occasional radar hit on a VFR mode C/non mode C on the arwy presumable low. At one point the atx asked me if I saw a VFR target anywhere close to him. I said, 'not at this time,' but right at that moment there was the VFR aircraft, the atx, and an air carrier all overlapping due to beacon split. I had to determine who was where. The atx said he passed the VFR aircraft at the same altitude, but not close enough to take evasive action. I feel aircraft conducting parachute drops or practice flight techniques should not be in the vicinity of popular arwys used by air taxi and air carrier aircraft.

Title: ATX QUESTIONED CTLR ABOUT VFR TRAFFIC IN CLOSE PROX OT HIM. NO TRAFFIC ISSUED.
Narrative: A SITUATION SUCH AS CERRITOS HAPPENED IN THIS SITUATION. THE ATX WAS ENRTE FROM PIH TO IDA VIA V21 AT 9000'. THERE WAS AN OCCASIONAL RADAR HIT ON A VFR MODE C/NON MODE C ON THE ARWY PRESUMABLE LOW. AT ONE POINT THE ATX ASKED ME IF I SAW A VFR TARGET ANYWHERE CLOSE TO HIM. I SAID, 'NOT AT THIS TIME,' BUT RIGHT AT THAT MOMENT THERE WAS THE VFR ACFT, THE ATX, AND AN ACR ALL OVERLAPPING DUE TO BEACON SPLIT. I HAD TO DETERMINE WHO WAS WHERE. THE ATX SAID HE PASSED THE VFR ACFT AT THE SAME ALT, BUT NOT CLOSE ENOUGH TO TAKE EVASIVE ACTION. I FEEL ACFT CONDUCTING PARACHUTE DROPS OR PRACTICE FLT TECHNIQUES SHOULD NOT BE IN THE VICINITY OF POPULAR ARWYS USED BY AIR TAXI AND ACR ACFT.
