Narrative:

I was working the ewn low radar position with a handoff controller (l-side) and developmental training on manual position (d-side). I observed code XXXX limited data block exiting gsb echo MOA airspace on e-erly course at 15000' climbing with an air carrier turning onto kinston iso 302 degree right descending out of 15500' for 11000' on brade 2 arrival to rdu. I immediately instructed my l-side to call gsb approach about spillout and call traffic, while I instructed d-side to advise ZDC rmt low (R28) to take action to separate the air carrier aircraft he was working from the fgt spillout.
