Narrative:
VFR flight, fairmont, mn, to rkd, with stops at muskegon, mi, and batavia, ny. Leaving batavia at xa to fly direct alb, direct concord, ny, portland-rkd. Checked WX, report of lower ceiling 3500-4000' MSL with improving enroute. Kept south to lower terrain. Leaving set LORAN for alb latitude/lon on lake chain 8970. Route to take me so of rochester, syracuse. On climb out called buffalo approach to ask for flight following (126.15). Could not raise. Rain (light) in area reduced forward visibility in patches. Realized was getting false reading from LORAN tracking me north of course. Realized in roc arsa when roc appeared from behind rain shower 5 mi or less. My approach plate (copy attached) gave me frequency 120.7. Called approach. Could not raise roc approach. Felt it was too late to attempt further contact and decided to maintain direction of flight and altitude with mode C at XXXX so roc could maintain sep. My transponder had been certified sat before (4/89) observed no aircraft movement in air or on ground in roc area. Airport at dusk showed low intensity lights indicating no movements. Called 122.0 after clearing area. Reported showers got frequency for flight following was given syr approach. Correct LORAN gri to 9960. Got accurate reading to alb. Time over roc arsa approximately (estimate) 15 mins. I felt confident that roc approach monitoring my mode C XXXX would maintain sep. Got to syr approach as soon as possible and reported. They informed of invasion incident.
