Narrative:

We were cleared for the roa lda runway 6 by ZDC (roa approach and tower were closed at 2300 EDT). We completed the full approach to the map. With nothing in sight, I called for the captain to execute the missed approach procedure. After becoming established on the odr R127 at 4000' MSL, I called ZDC and told them we were executing the published missed approach. The controller asked our intention. We informed him we wanted to shoot the approach again. He cleared us back to the callahan radio beacon (cnq), the IAF for the lda runway 6. We asked the controller what altitude he wanted us to climb to and maintain. (There is no published transition altitude between monat, the missed approach fix, and the callahan radio beacon.) he informed our flight that roa approach normally handled that particular approach--he was not familiar with the approach, and that he did not have the approach plate open and available. He told us we could climb to any altitude we thought was appropriate. We requested and he approved 5100' MSL, the initial approach altitude. The captain and I reviewed the approach plate after completion of the flight. In light of the fact there is no transition between monal and callahan, should have been more familiar with the approach and should have had the approach plate available. The potential for disaster existed this evening as there were other airplanes (we were #3 for the approach) shooting this same approach.

Title: AN ACR TRANSITIONED FROM A MISSED APCH TO THE INITIAL APCH FIX AT AN ALT BELOW THE MSA.

Narrative: WE WERE CLRED FOR THE ROA LDA RWY 6 BY ZDC (ROA APCH AND TWR WERE CLOSED AT 2300 EDT). WE COMPLETED THE FULL APCH TO THE MAP. WITH NOTHING IN SIGHT, I CALLED FOR THE CAPT TO EXECUTE THE MISSED APCH PROC. AFTER BECOMING ESTABLISHED ON THE ODR R127 AT 4000' MSL, I CALLED ZDC AND TOLD THEM WE WERE EXECUTING THE PUBLISHED MISSED APCH. THE CTLR ASKED OUR INTENTION. WE INFORMED HIM WE WANTED TO SHOOT THE APCH AGAIN. HE CLRED US BACK TO THE CALLAHAN RADIO BEACON (CNQ), THE IAF FOR THE LDA RWY 6. WE ASKED THE CTLR WHAT ALT HE WANTED US TO CLB TO AND MAINTAIN. (THERE IS NO PUBLISHED TRANSITION ALT BTWN MONAT, THE MISSED APCH FIX, AND THE CALLAHAN RADIO BEACON.) HE INFORMED OUR FLT THAT ROA APCH NORMALLY HANDLED THAT PARTICULAR APCH--HE WAS NOT FAMILIAR WITH THE APCH, AND THAT HE DID NOT HAVE THE APCH PLATE OPEN AND AVAILABLE. HE TOLD US WE COULD CLB TO ANY ALT WE THOUGHT WAS APPROPRIATE. WE REQUESTED AND HE APPROVED 5100' MSL, THE INITIAL APCH ALT. THE CAPT AND I REVIEWED THE APCH PLATE AFTER COMPLETION OF THE FLT. IN LIGHT OF THE FACT THERE IS NO TRANSITION BTWN MONAL AND CALLAHAN, SHOULD HAVE BEEN MORE FAMILIAR WITH THE APCH AND SHOULD HAVE HAD THE APCH PLATE AVAILABLE. THE POTENTIAL FOR DISASTER EXISTED THIS EVENING AS THERE WERE OTHER AIRPLANES (WE WERE #3 FOR THE APCH) SHOOTING THIS SAME APCH.
