Narrative:
Air carrier aircraft southbound on J89 to gnv at FL330. Flight of fgt's en route to pam were given a descent clearance to FL310 and reported level FL310 7 mi from the southbound air carrier. The air carrier reported that the last aircraft in the flight was too close. In my opinion, when the flight lead reported level, not all aircraft in the flight were level. The last aircraft was still descending through the air carrier's altitude.

Title: FGT DESCENDED THROUGH ALT OCCUPIED BY ANOTHER ACFT.
Narrative: ACR ACFT SBND ON J89 TO GNV AT FL330. FLT OF FGT'S ENRTE TO PAM WERE GIVEN A DSCNT CLRNC TO FL310 AND RPTED LEVEL FL310 7 MI FROM THE SBND ACR. THE ACR RPTED THAT THE LAST ACFT IN THE FLT WAS TOO CLOSE. IN MY OPINION, WHEN THE FLT LEAD RPTED LEVEL, NOT ALL ACFT IN THE FLT WERE LEVEL. THE LAST ACFT WAS STILL DSNDING THROUGH THE ACR'S ALT.
