Narrative:
4 mowers crossed txwys D and F without a clearance. They tried to call but we only received a squeal and no voice. They then made the decision to cross the txwys. It was also confusing because I was working both local and ground control combined.

Title: MOWERS CROSSED TXWYS WITHOUT ESTABLISHING TWO WAY RADIO COM OR RECEIVING PRIOR AUTHORIZATION.
Narrative: 4 MOWERS CROSSED TXWYS D AND F WITHOUT A CLRNC. THEY TRIED TO CALL BUT WE ONLY RECEIVED A SQUEAL AND NO VOICE. THEY THEN MADE THE DECISION TO CROSS THE TXWYS. IT WAS ALSO CONFUSING BECAUSE I WAS WORKING BOTH LCL AND GND CTL COMBINED.
