Narrative:

An fgt, VFR, low level, entered the air traffic area, tree top level, came within 1/2 mi of the active runway, reduced visibility of 6 mi with haze, climbed to go over a low ridge just west of the airport, performed a very sharp 90 degree turn to the south. As a supervisor, I had the aircraft tracked to his home base. I received 3 phone calls personally and the facility received 6 more calls after I left. Everyone seems to want to bury the incident. I would not have notified military liaison, FSDO and the FAA regional communication center if I didn't think it warranted the incident report. Just because it's military, it's supposed to be justified. I resent getting phone calls concerning my actions. I'm a 35 year aviation professional doing my job. Supplemental information from acn 113242: this is another case of complete disregard for FARS and ATC procedures, by military flight crews. Marginal VFR conditions. Very hazy. VFR aircraft were picking up the airport from 304 mi out. An small aircraft was inbound VFR from the northwest. At approximately 6 mi, he reported traffic below him in sight (radar approach never picked up this target until the aircraft was in the air traffic area). It was an fgt. The tower observed the fgt climbing from behind a low ridge. The fgt was well within the air traffic area. The fgt was within 1/2 mi of the departure end of our active runway 31. The fgt was never in contact with approach control or the tower. Tower transmitted on our VHF/UHF and guard for the unidentified military aircraft, with no reply. We also radar tracked the target. Phl approach then continued the track to nxx and the call sign of fgt X was forwarded to us.

THE FGT WAS WELL WITHIN THE ATA. THE FGT WAS WITHIN 1/2 MI OF THE DEP END OF OUR ACTIVE RWY 31. THE FGT WAS NEVER IN CONTACT WITH APCH CTL OR THE TWR. TWR TRANSMITTED ON OUR VHF/UHF AND GUARD FOR THE UNIDENTIFIED MIL ACFT, WITH NO REPLY. WE ALSO RADAR TRACKED THE TARGET. PHL APCH THEN CONTINUED THE TRACK TO NXX AND THE CALL SIGN OF FGT X WAS FORWARDED TO US.
