Narrative:

While taxiing for takeoff to runway 17 at garden city, ks. Night, raining, taxiway was not lighted, so we followed yellow line. We got our IFR clearance and airport advisory with no warning of flooding on the txwys. As we approached the north end to runway 17 we taxied into an area of standing water in the middle of the taxiway. With the rain coming down you couldn't tell the difference from the rain hitting the taxiway or the standing water that was 15' deep. As the aircraft went into the water a vibration was felt and we shut down the engines. It bent all the propellers. The taxiway we were on had no lights, and that area was used for drainage from the runway. After the fact, we were told it had rained over 2' since midnight. Corrective action should be to build drainage so taxiway goes over it, not through it.

Title: SMT TAXIING AT NIGHT ON UNLIGHTED TXWY, TAXIED INTO DEEP STANDING WATER ON FLOODED TXWY DAMAGING BOTH PROPELLERS OF ACFT.

Narrative: WHILE TAXIING FOR TKOF TO RWY 17 AT GARDEN CITY, KS. NIGHT, RAINING, TXWY WAS NOT LIGHTED, SO WE FOLLOWED YELLOW LINE. WE GOT OUR IFR CLRNC AND ARPT ADVISORY WITH NO WARNING OF FLOODING ON THE TXWYS. AS WE APCHED THE N END TO RWY 17 WE TAXIED INTO AN AREA OF STANDING WATER IN THE MIDDLE OF THE TXWY. WITH THE RAIN COMING DOWN YOU COULDN'T TELL THE DIFFERENCE FROM THE RAIN HITTING THE TXWY OR THE STANDING WATER THAT WAS 15' DEEP. AS THE ACFT WENT INTO THE WATER A VIBRATION WAS FELT AND WE SHUT DOWN THE ENGS. IT BENT ALL THE PROPS. THE TXWY WE WERE ON HAD NO LIGHTS, AND THAT AREA WAS USED FOR DRAINAGE FROM THE RWY. AFTER THE FACT, WE WERE TOLD IT HAD RAINED OVER 2' SINCE MIDNIGHT. CORRECTIVE ACTION SHOULD BE TO BUILD DRAINAGE SO TXWY GOES OVER IT, NOT THROUGH IT.
