Narrative:
Passing approximately 10,200' on radar vectors for climb to 17,000', a white twin passed directly overhead about 200' or less separation. Washington departure called pop up traffic right at the moment the traffic passed. The controller reported the aircraft as not being transponder equipped and not in radio contact.

Narrative: PASSING APPROX 10,200' ON RADAR VECTORS FOR CLIMB TO 17,000', A WHITE TWIN PASSED DIRECTLY OVERHEAD ABOUT 200' OR LESS SEPARATION. WASHINGTON DEP CALLED POP UP TFC RIGHT AT THE MOMENT THE TFC PASSED. THE CTLR REPORTED THE ACFT AS NOT BEING TRANSPONDER EQUIPPED AND NOT IN RADIO CONTACT.
