Narrative:
Approaching ord from dca, we were cleared from 10,000' to 6000' by ord approach. This altitude was read back by myself and verified by the captain as he dialed 6000' in the altitude alert. Upon reaching 6000', we were informed we were assigned 7000', however, we were instructed to remain at 6000'. It should be noted controller was extremely busy and overworked at that time. No conflict was noted.

Narrative: APCHING ORD FROM DCA, WE WERE CLRED FROM 10,000' TO 6000' BY ORD APCH. THIS ALT WAS READ BACK BY MYSELF AND VERIFIED BY THE CAPT AS HE DIALED 6000' IN THE ALT ALERT. UPON REACHING 6000', WE WERE INFORMED WE WERE ASSIGNED 7000', HOWEVER, WE WERE INSTRUCTED TO REMAIN AT 6000'. IT SHOULD BE NOTED CTLR WAS EXTREMELY BUSY AND OVERWORKED AT THAT TIME. NO CONFLICT WAS NOTED.
