Narrative:
On jun/sun/89, I departed republic airport, farmingdale, ny at approximately xa local time IFR to toronto isl. Airport in canada. I arrived at toronto isl. At approximately xb local time. Departed toronto isl. At xc local time for buf. Landed buf at xd to clear united states customs. After clearing customs, the customs officer asked to see the aircraft registration which I produced. This aircraft had been purchased by its present owner within the last 3 months. I showed the customs agent the temporary registration and was advised that I was in violation of the FARS. He requested my license (ATP) to make a copy of it for his or FAA use. I feel that if this is so, the FAA should expedite permanent registration to aircraft operators and through more vigorous education or advisory procedures let pilots know of obscure regulations that they are going to enforce. The operation is called operation pink panther via the rochester GADO, ny.

Title: ACFT ENTERING COUNTRY WITH TEMPORARY ACFT REGISTRATION.
Narrative: ON JUN/SUN/89, I DEPARTED REPUBLIC ARPT, FARMINGDALE, NY AT APPROX XA LCL TIME IFR TO TORONTO ISL. ARPT IN CANADA. I ARRIVED AT TORONTO ISL. AT APPROX XB LCL TIME. DEPARTED TORONTO ISL. AT XC LOCAL TIME FOR BUF. LANDED BUF AT XD TO CLEAR UNITED STATES CUSTOMS. AFTER CLEARING CUSTOMS, THE CUSTOMS OFFICER ASKED TO SEE THE ACFT REGISTRATION WHICH I PRODUCED. THIS ACFT HAD BEEN PURCHASED BY ITS PRESENT OWNER WITHIN THE LAST 3 MONTHS. I SHOWED THE CUSTOMS AGENT THE TEMPORARY REGISTRATION AND WAS ADVISED THAT I WAS IN VIOLATION OF THE FARS. HE REQUESTED MY LICENSE (ATP) TO MAKE A COPY OF IT FOR HIS OR FAA USE. I FEEL THAT IF THIS IS SO, THE FAA SHOULD EXPEDITE PERMANENT REGISTRATION TO ACFT OPERATORS AND THROUGH MORE VIGOROUS EDUCATION OR ADVISORY PROCS LET PLTS KNOW OF OBSCURE REGULATIONS THAT THEY ARE GOING TO ENFORCE.
