Narrative:

I am a commercial, instrument pilot in training for my CFI license. My instructor wanted to introduce me to actual soft-field lndgs, so he consulted the miami sectional for a non-private, other than hard surface runway. We proceeded to new hibiscus airpark making radio calls on the published frequency. Upon back-taxiing after a full stop landing, a gentleman with a hand-held radio asked us if we were aware that new hibiscus was a prior permission required airport. He showed us that in the AFD it does say 'ppr'. We apologized for only consulting our sectional, but he could not tell us why it was not marked 'private' or 'right' on the sectional.

UPON BACK-TAXIING AFTER A FULL STOP LNDG, A GENTLEMAN WITH A HAND-HELD RADIO ASKED US IF WE WERE AWARE THAT NEW HIBISCUS WAS A PRIOR PERMISSION REQUIRED ARPT. HE SHOWED US THAT IN THE AFD IT DOES SAY 'PPR'. WE APOLOGIZED FOR ONLY CONSULTING OUR SECTIONAL, BUT HE COULD NOT TELL US WHY IT WAS NOT MARKED 'PVT' OR 'R' ON THE SECTIONAL.
