Narrative:
On vector to ILS, first officer flying. Autoplt captured localizer but did not turn on due to wrong ILS course in a/P controller. Turn on was 1 NM outside OM. Captain switching to tower and completing checklist at OM missed lack of turn on. Broke out shortly after cleared to land 8L. Could have been serious traffic conflict with parallel ILS traffic. Neither final monitor or approach was able to call because of switching frequency as instructed. Turn on in proximity to marker IFR with parallel apches in process does not allow pilots to back up each other due to workload. Supplemental information from acn 113947: on vector to intercept localizer for ILS approach, flew through localizer. Autoplt was engaged, and wrong course (272 degree vice 092 degree) set in course window. Flight mode annunciator panel showed localizer capture and glide slope capture, and flight director bars were centered, as aircraft passed localizer. With HSI in map mode and runway not visible because of WX I noticed HSI aircraft symbol appeared to pass the extended runway centerline. HSI arc mode did not confirm an overshoot, but soon the runway was sighted and the erroneous course selection noticed. Disconnected autoplt and flew visual approach to runway.
Original NASA ASRS Text
Title: ACR ON ILS INTERCEPT 1 MILE FROM LOM FAILS TO CAPTURE LOCALIZER. INCURSION INTO OTHER ILS APCH COURSE. CLEARED TO LAND ON OTHER PARALLEL RWY.
Narrative: ON VECTOR TO ILS, F/O FLYING. AUTOPLT CAPTURED LOC BUT DID NOT TURN ON DUE TO WRONG ILS COURSE IN A/P CTLR. TURN ON WAS 1 NM OUTSIDE OM. CAPT SWITCHING TO TWR AND COMPLETING CHECKLIST AT OM MISSED LACK OF TURN ON. BROKE OUT SHORTLY AFTER CLRED TO LAND 8L. COULD HAVE BEEN SERIOUS TFC CONFLICT WITH PARALLEL ILS TFC. NEITHER FINAL MONITOR OR APCH WAS ABLE TO CALL BECAUSE OF SWITCHING FREQ AS INSTRUCTED. TURN ON IN PROX TO MARKER IFR WITH PARALLEL APCHES IN PROCESS DOES NOT ALLOW PLTS TO BACK UP EACH OTHER DUE TO WORKLOAD. SUPPLEMENTAL INFORMATION FROM ACN 113947: ON VECTOR TO INTERCEPT LOC FOR ILS APCH, FLEW THROUGH LOC. AUTOPLT WAS ENGAGED, AND WRONG COURSE (272 DEG VICE 092 DEG) SET IN COURSE WINDOW. FLT MODE ANNUNCIATOR PANEL SHOWED LOC CAPTURE AND GLIDE SLOPE CAPTURE, AND FLT DIRECTOR BARS WERE CENTERED, AS ACFT PASSED LOC. WITH HSI IN MAP MODE AND RWY NOT VISIBLE BECAUSE OF WX I NOTICED HSI ACFT SYMBOL APPEARED TO PASS THE EXTENDED RWY CENTERLINE. HSI ARC MODE DID NOT CONFIRM AN OVERSHOOT, BUT SOON THE RWY WAS SIGHTED AND THE ERRONEOUS COURSE SELECTION NOTICED. DISCONNECTED AUTOPLT AND FLEW VISUAL APCH TO RWY.
