Narrative:
The WX (ATIS) at lgb was calling clear and 8 mi. As we flew over we could see the marine layer very close to the approach end of runway 30. When cleared for the runway 30 ILS, we entered IMC at 1600' MSL and broke out at 1100' MSL. At this time we were about 3 mi final. Just before breaking out tower advised us of traffic at 12 O'clock, opposite direction and 1 mi, altitude unknown. Right after breaking out, we were advised that traffic was no longer a factor. Passing through about 800' MSL, lgb tower called an small aircraft Y in the pattern for runway 25L, and told him to 'climb to 800' immediately, traffic on final for 30'. I looked low on downwind (25L) and sure enough there was an small aircraft climbing from about 600' MSL. His climb put him clear of us so I continued the approach (deliberately going slightly low on the glide path). At the time I noticed the small aircraft and our aircraft were on converging paths. At no time did the tower say anything to us about the small aircraft.

Title: COMMUTER ACFT EXPERIENCES TRAFFIC CONFLICT SHORTLY AFTER ENCOUNTERING VMC WHILE ON INSTRUMENT APCH.
Narrative: THE WX (ATIS) AT LGB WAS CALLING CLEAR AND 8 MI. AS WE FLEW OVER WE COULD SEE THE MARINE LAYER VERY CLOSE TO THE APCH END OF RWY 30. WHEN CLRED FOR THE RWY 30 ILS, WE ENTERED IMC AT 1600' MSL AND BROKE OUT AT 1100' MSL. AT THIS TIME WE WERE ABOUT 3 MI FINAL. JUST BEFORE BREAKING OUT TWR ADVISED US OF TFC AT 12 O'CLOCK, OPPOSITE DIRECTION AND 1 MI, ALT UNKNOWN. RIGHT AFTER BREAKING OUT, WE WERE ADVISED THAT TFC WAS NO LONGER A FACTOR. PASSING THROUGH ABOUT 800' MSL, LGB TWR CALLED AN SMA Y IN THE PATTERN FOR RWY 25L, AND TOLD HIM TO 'CLIMB TO 800' IMMEDIATELY, TFC ON FINAL FOR 30'. I LOOKED LOW ON DOWNWIND (25L) AND SURE ENOUGH THERE WAS AN SMA CLIMBING FROM ABOUT 600' MSL. HIS CLIMB PUT HIM CLEAR OF US SO I CONTINUED THE APCH (DELIBERATELY GOING SLIGHTLY LOW ON THE GLIDE PATH). AT THE TIME I NOTICED THE SMA AND OUR ACFT WERE ON CONVERGING PATHS. AT NO TIME DID THE TWR SAY ANYTHING TO US ABOUT THE SMA.
