Narrative:
At xx:xx local I was working the radar position sector 9 at ZLA. I had a d-side. The d-side issued a non radar clearance to fgt X off navy el centro to hold at ipl VORTAC to maintain 8000' to clear small aircraft Y at 9000' eastbound on V6G. When fgt X came up on frequency he was at 8000' and going wbound inside the southern edge of R2510. I advised the pilot of this fact and provided him with the quickest way out. Then I observed his mode C at 8900' which now was in conflict with small aircraft Y who was assigned 9000'. The pilot uttered something about being VMC and then I asked whether he had cancelled IFR. He said he had not cancelled and went back down to 8000'. I reclred him direct jli flight plan route and climbed him when he was clear of small aircraft Y.
