Narrative:
During departure from runway 31L at mdw, SID calls for completing initial turn within 4 DME of airport. The clearance for the SID also stipulates that no turns be made until reaching 1300'. The first officer, who was flying, started his turn at 1300' to a heading of 090 degree assigned with a maximum allowed bank angle of 30 degree. After being cleared to climb to 4000' from 3000' departure control said to turn to 120 degree immediately as we were encroaching on ord 27L airspace. Departure queried us as to our familiarity with the mdw #4 SID and stated that in the future to be sure to complete our initial departure turn within 4 imdw DME. The winds at the time were reported as 23 V 30. I believe the combination of no turns prior to 1300', maximum bank allowable of 30 degree and the wind all contributed to the situation of possibly approaching the ord airspace limit. It is my opinion, that since the easterly turn from runway 31L turns an aircraft towards the conflicting ord airspace, a turn to the west departing 31L at mdw would totally eliminate the conflict with ord 27L, as it takes an aircraft away from ord 27L airspace.

Title: ERRONEOUS PENETRATION OF ORD TCA BY ACR MLG ON SID DEP.
Narrative: DURING DEP FROM RWY 31L AT MDW, SID CALLS FOR COMPLETING INITIAL TURN WITHIN 4 DME OF ARPT. THE CLRNC FOR THE SID ALSO STIPULATES THAT NO TURNS BE MADE UNTIL REACHING 1300'. THE F/O, WHO WAS FLYING, STARTED HIS TURN AT 1300' TO A HDG OF 090 DEG ASSIGNED WITH A MAX ALLOWED BANK ANGLE OF 30 DEG. AFTER BEING CLRED TO CLIMB TO 4000' FROM 3000' DEP CTL SAID TO TURN TO 120 DEG IMMEDIATELY AS WE WERE ENCROACHING ON ORD 27L AIRSPACE. DEP QUERIED US AS TO OUR FAMILIARITY WITH THE MDW #4 SID AND STATED THAT IN THE FUTURE TO BE SURE TO COMPLETE OUR INITIAL DEP TURN WITHIN 4 IMDW DME. THE WINDS AT THE TIME WERE REPORTED AS 23 V 30. I BELIEVE THE COMBINATION OF NO TURNS PRIOR TO 1300', MAX BANK ALLOWABLE OF 30 DEG AND THE WIND ALL CONTRIBUTED TO THE SITUATION OF POSSIBLY APCHING THE ORD AIRSPACE LIMIT. IT IS MY OPINION, THAT SINCE THE EASTERLY TURN FROM RWY 31L TURNS AN ACFT TOWARDS THE CONFLICTING ORD AIRSPACE, A TURN TO THE WEST DEPARTING 31L AT MDW WOULD TOTALLY ELIMINATE THE CONFLICT WITH ORD 27L, AS IT TAKES AN ACFT AWAY FROM ORD 27L AIRSPACE.
