Narrative:
Departed san carlos 'bay meadows departure'. Necessary to turn west before bay meadows due to fog and clouds to remain VFR. No response from approach on 135.65. Had been told of some transmission clarity difficulty by ZOA about late am local, on flight to san carlos. Proceeded northwest through TCA to sts at 4500' staying clear of other aircraft and clouds.
