Narrative:
I observed small aircraft X ARTS track join V392 at approximately audio intersection at 11000 ft MSL. I subsequently worked other traffic between 12000 MSL and 8500 ft MSL swbound on V6 from northeast of colom intersection to sacramento VORTAC. I don't remember seeing the ARTS track on small aircraft X after he joined the airway (V392) at audio. He subsequently left the airspace without a handoff to ZOA sector 44. The pilot never questioned the radio silencer and finally called reno approach. There are documented instances of ARTS tracks disappearing both before and after this incident on facility logs due to 2 faulty switches on the north feeder radar scope. Supplemental information from acn 214894: received amended clearance from sac approach, vectors to V359. V359 mustang VOR. Received no handoff or frequency change. Apparently, center was not advised. Contacted reno approach approximately 25 west after trying last assigned frequency. Reno said center had no record.

Narrative: I OBSERVED SMA X ARTS TRACK JOIN V392 AT APPROX AUDIO INTXN AT 11000 FT MSL. I SUBSEQUENTLY WORKED OTHER TFC BTWN 12000 MSL AND 8500 FT MSL SWBOUND ON V6 FROM NE OF COLOM INTXN TO SACRAMENTO VORTAC. I DON'T REMEMBER SEEING THE ARTS TRACK ON SMA X AFTER HE JOINED THE AIRWAY (V392) AT AUDIO. HE SUBSEQUENTLY LEFT THE AIRSPACE WITHOUT A HDOF TO ZOA SECTOR 44. THE PLT NEVER QUESTIONED THE RADIO SILENCER AND FINALLY CALLED RENO APCH. THERE ARE DOCUMENTED INSTANCES OF ARTS TRACKS DISAPPEARING BOTH BEFORE AND AFTER THIS INCIDENT ON FACILITY LOGS DUE TO 2 FAULTY SWITCHES ON THE N FEEDER RADAR SCOPE. SUPPLEMENTAL INFO FROM ACN 214894: RECEIVED AMENDED CLRNC FROM SAC APCH, VECTORS TO V359. V359 MUSTANG VOR. RECEIVED NO HDOF OR FREQ CHANGE. APPARENTLY, CTR WAS NOT ADVISED. CONTACTED RENO APCH APPROX 25 W AFTER TRYING LAST ASSIGNED FREQ. RENO SAID CTR HAD NO RECORD.
