Narrative:
The following is my personal account of the events describing the loss of communication of air carrier flight xx crw to pit on jun/thu/89. Charleston WX, 4 sct 25 sct M 380 ovc 1 rw-F. All prestart procedures were normal. I made use of both communications to receive the current ATIS and clearance to pit after start and taxi checklists were also completed with no abnormalities. This was the copilot's leg, and he taxied to runway heading till 1600 then 330 degree to 4000. I completed the final items checklist and the copilot began the takeoff roll. All systems appeared to be in proper working order. As we were climbing out through 1800' MSL #2 communication led display flashed and went blank. The copilot had already begun his right downward turn heading 330 and tower instructed us to contact departure on 124.1. I attempted to respond only to cue the microphone and receive static and the static continued after releasing the microphone key. I then asked the copilot to try to contact departure. He said he was receiving the same interference. We still had ground contact and the field in sight. I told him I had control of the aircraft and instructed him to squawk XXXX for 1 minute, then XXXY (the emergency was received by crw at xa). I then continued on descending downwind for runway 23 at crw while remaining in basic VFR. I continued to broadcast to ATC our problem, position, and intentions to land on runway 23. The copilot secured the aircraft and instructed the passenger with the before landing briefing. I completed the final item checklist and executed a safe landing at vref speed on runway 23 at crw at xb. During the landing roll, the radio became intermittent and we received clearance to taxi to parking. I again tried to inform ground control that I would be calling them as soon as shutdown and passenger deplaning was completed.

I ATTEMPTED TO RESPOND ONLY TO CUE THE MIKE AND RECEIVE STATIC AND THE STATIC CONTINUED AFTER RELEASING THE MIKE KEY. I THEN ASKED THE COPLT TO TRY TO CONTACT DEP. HE SAID HE WAS RECEIVING THE SAME INTERFERENCE. WE STILL HAD GND CONTACT AND THE FIELD IN SIGHT. I TOLD HIM I HAD CONTROL OF THE ACFT AND INSTRUCTED HIM TO SQUAWK XXXX FOR 1 MINUTE, THEN XXXY (THE EMER WAS RECEIVED BY CRW AT XA). I THEN CONTINUED ON DESCENDING DOWNWIND FOR RWY 23 AT CRW WHILE REMAINING IN BASIC VFR. I CONTINUED TO BROADCAST TO ATC OUR PROBLEM, POSITION, AND INTENTIONS TO LAND ON RWY 23. THE COPLT SECURED THE ACFT AND INSTRUCTED THE PAX WITH THE BEFORE LNDG BRIEFING. I COMPLETED THE FINAL ITEM CHECKLIST AND EXECUTED A SAFE LNDG AT VREF SPEED ON RWY 23 AT CRW AT XB. DURING THE LNDG ROLL, THE RADIO BECAME INTERMITTENT AND WE RECEIVED CLRNC TO TAXI TO PARKING. I AGAIN TRIED TO INFORM GND CTL THAT I WOULD BE CALLING THEM AS SOON AS SHUTDOWN AND PAX DEPLANING WAS COMPLETED.
