Narrative:

15 mi east of arnes intersection on civit profile descent to 25L at lax, we had what appeared to be a near miss. Traffic VFR initially issued at 11 O'clock, 7 mi eastbound at 13,000 or 14,000 MSL. We were completing our approach check, trying to slow and stay on descent path. ATC channel 134.75 failed and somehow we got together again on 126.35. Controller asked us to level at 15,000' for previous traffic. We then saw it at 2 O'clock low, an small transport, in a right bank about 1/2 mi and 400-800' below us. We took no evasive action. The controller very well might have saved us by his judicious call. Later via landline, the ATC area manager said the traffic called a controller to say he had us north sight and there was 'no problem'. He did not, however, explain why he was eastbound there at 14,000' or climbing in this heavily traffic descent corridor.

WE WERE COMPLETING OUR APCH CHECK, TRYING TO SLOW AND STAY ON DSCNT PATH. ATC CHANNEL 134.75 FAILED AND SOMEHOW WE GOT TOGETHER AGAIN ON 126.35. CTLR ASKED US TO LEVEL AT 15,000' FOR PREVIOUS TFC. WE THEN SAW IT AT 2 O'CLOCK LOW, AN SMT, IN A RIGHT BANK ABOUT 1/2 MI AND 400-800' BELOW US. WE TOOK NO EVASIVE ACTION. THE CTLR VERY WELL MIGHT HAVE SAVED US BY HIS JUDICIOUS CALL. LATER VIA LANDLINE, THE ATC AREA MGR SAID THE TFC CALLED A CTLR TO SAY HE HAD US N SIGHT AND THERE WAS 'NO PROBLEM'. HE DID NOT, HOWEVER, EXPLAIN WHY HE WAS EBND THERE AT 14,000' OR CLIMBING IN THIS HEAVILY TFC DSCNT CORRIDOR.
