Narrative:

As we cleared runway 36 (dca) there was a lot of water collected on the pavement as well as moderate rain. We had problems getting the plane to turn due to the wet conditions, and resorted to using reverse on the left side and center engines. The first officer switched to ground control and was cleared to the gate. We crossed 33/15 on J taxiway. We were told to call tower when we got in. I called tower and was informed that we were told to stay with tower upon turning off. Needless to say we never heard the transmission. This may have been a result of windshield wiper noise or just trying to get stopped and turn off. We both discussed if we were clear to the gate and agreed. As we crossed 33 I looked but did not see a light aircraft on final. This was probably due to the rain, small aircraft size and I don't think he had landing lights on. There was no conflict because he landed after we had taxied well clear. The factor of not being able to stop probably was the major cause for not understanding the request to stay with the tower. I don't believe ground and tower talked to each other either. I told tower about the excess water problem before the radio was changed and I can't honestly say whether we were told to stay with them or not, I don't know if we could have done anymore than we did to insure good radio operations.

Title: RWY TRANSGRESSION. CROSSED ACTIVE RWY WHILE TAXIING TO PARKING.

Narrative: AS WE CLRED RWY 36 (DCA) THERE WAS A LOT OF WATER COLLECTED ON THE PAVEMENT AS WELL AS MODERATE RAIN. WE CROSSED 33/15 ON J TXWY. WE WERE TOLD TO CALL TWR WHEN WE GOT IN. I CALLED TWR AND WAS INFORMED THAT WE WERE TOLD TO STAY WITH TWR UPON TURNING OFF. NEEDLESS TO SAY WE NEVER HEARD THE XMISSION. THIS MAY HAVE BEEN A RESULT OF WINDSHIELD WIPER NOISE OR JUST TRYING TO GET STOPPED AND TURN OFF. WE BOTH DISCUSSED IF WE WERE CLEAR TO THE GATE AND AGREED. AS WE CROSSED 33 I LOOKED BUT DID NOT SEE A LIGHT ACFT ON FINAL. THIS WAS PROBABLY DUE TO THE RAIN, SMALL ACFT SIZE AND I DON'T THINK HE HAD LNDG LIGHTS ON. THERE WAS NO CONFLICT BECAUSE HE LANDED AFTER WE HAD TAXIED WELL CLEAR. THE FACTOR OF NOT BEING ABLE TO STOP PROBABLY WAS THE MAJOR CAUSE FOR NOT UNDERSTANDING THE REQUEST TO STAY WITH THE TWR. I DON'T BELIEVE GND AND TWR TALKED TO EACH OTHER EITHER. I TOLD TWR ABOUT THE EXCESS WATER PROBLEM BEFORE THE RADIO WAS CHANGED AND I CAN'T HONESTLY SAY WHETHER WE WERE TOLD TO STAY WITH THEM OR NOT, I DON'T KNOW IF WE COULD HAVE DONE ANYMORE THAN WE DID TO INSURE GOOD RADIO OPERATIONS.
