Narrative:
On takeoff roll from runway 19R at ksna, (orange co calif) I noticed an small aircraft airborne slightly ahead from runway 19L. At rotation, small aircraft appeared near same relative position (10-11 O'clock at around 100' AGL). As we became airborne, the small aircraft started a right turn to cross directly in front of us, while still climbing. Our closure rate was increasing and I pushed our nose over and banked left to avoid the collision. At this point we were approximately 150' AGL and had not even had time to raise the landing gear. At about the time of our maneuver runway 19R tower controller started warning us of the conflict. The small aircraft's turn into us was unauthorized and unanticipated by ATC, and I have been informed that the runway 19L tower controller (different frequency from 19R) was demanding repeatedly that the small aircraft go left, but he never did and continued in the right turn while we passed under and to his left. This incident is being pursued by ATC flight standards and the pilot has been identified. The cause of this near collision was not due to any ATC fault, and responsibility rests solely on the small aircraft pilot's negligence and disregard on takeoff instructions. Opinion section: this type of event could happen anywhere, but it is not surprising that it occurred at orange county. There are political priorities in place at orange county that are inappropriate to safety that everyone familiar with orange county is aware of and hardly needs restated here. For completeness however, the noise considerations require inappropriate instrument workload considering the traffic congestion coupled with cut back power, reducing aircraft performance, and reduced forward visibility at subsequent noise high altitudes. Separate runway tower frequencys prevent awareness of parallel traffic's instructions and is sub-optimal. The bottom line in this incident is that the local politics of this airport are intolerable, but will probably continue until a collision is not avoided.

Title: TKOF ON PARALLEL RWYS USING TWO TWR FREQS. SMA TURNED DIRECTLY INTO PATH OF ACR MLG.
Narrative: ON TKOF ROLL FROM RWY 19R AT KSNA, (ORANGE CO CALIF) I NOTICED AN SMA AIRBORNE SLIGHTLY AHEAD FROM RWY 19L. AT ROTATION, SMA APPEARED NEAR SAME RELATIVE POSITION (10-11 O'CLOCK AT AROUND 100' AGL). AS WE BECAME AIRBORNE, THE SMA STARTED A RIGHT TURN TO CROSS DIRECTLY IN FRONT OF US, WHILE STILL CLIMBING. THIS INCIDENT IS BEING PURSUED BY ATC FLT STANDARDS AND THE PLT HAS BEEN IDENTIFIED. THE CAUSE OF THIS NEAR COLLISION WAS NOT DUE TO ANY ATC FAULT, AND RESPONSIBILITY RESTS SOLELY ON THE SMA PLT'S NEGLIGENCE AND DISREGARD ON TKOF INSTRUCTIONS. OPINION SECTION: THIS TYPE OF EVENT COULD HAPPEN ANYWHERE, BUT IT IS NOT SURPRISING THAT IT OCCURRED AT ORANGE COUNTY. THERE ARE POLITICAL PRIORITIES IN PLACE AT ORANGE COUNTY THAT ARE INAPPROPRIATE TO SAFETY THAT EVERYONE FAMILIAR WITH ORANGE COUNTY IS AWARE OF AND HARDLY NEEDS RESTATED HERE. FOR COMPLETENESS HOWEVER, THE NOISE CONSIDERATIONS REQUIRE INAPPROPRIATE INSTRUMENT WORKLOAD CONSIDERING THE TFC CONGESTION COUPLED WITH CUT BACK POWER, REDUCING ACFT PERFORMANCE, AND REDUCED FORWARD VISIBILITY AT SUBSEQUENT NOISE HIGH ALTS.
