Narrative:
After takeoff lga runway 13 fumes were noted. The fumes were acrid and irritating to the nose and eyes. An emergency was declared and landed ewr with no further apparent problems. Callback conversation with reporter revealed the following: reporter states that the fumes were apparently from cleaning fluid residue used in engine bleed valve cleaning. Aircraft was subjected to an engine run up on ground after maintenance was completed but the aircraft air conditioning was not on during the run up and so the fumes were not noticed until high power was applied during takeoff with air conditioning packs on.

Title: TOXIC FUMES IN COCKPIT. ACFT DIVERTED AND LANDED UNDER EMERGENCY CLRNC.
Narrative: AFTER TKOF LGA RWY 13 FUMES WERE NOTED. THE FUMES WERE ACRID AND IRRITATING TO THE NOSE AND EYES. AN EMER WAS DECLARED AND LANDED EWR WITH NO FURTHER APPARENT PROBLEMS. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: REPORTER STATES THAT THE FUMES WERE APPARENTLY FROM CLEANING FLUID RESIDUE USED IN ENGINE BLEED VALVE CLEANING. ACFT WAS SUBJECTED TO AN ENGINE RUN UP ON GND AFTER MAINT WAS COMPLETED BUT THE ACFT AIR CONDITIONING WAS NOT ON DURING THE RUN UP AND SO THE FUMES WERE NOT NOTICED UNTIL HIGH POWER WAS APPLIED DURING TKOF WITH AIR CONDITIONING PACKS ON.
