Narrative:
Air carrier flight xx flying from bradley int'l airport to O'hare int'l airport on 7/thu/89. At approximately 70 NM east of pmm VOR on J94 at FL310, flight requested a turn of 30 degree to north to avoid cloud buildups. ATC, in a confused manner, asked where we were located. Flight xx replied, '67 NM east of pmm VOR on J94 at FL310.' ATC then approved the request and the turn was initiated. At approximately 270 degree heading ATC instructed air carrier xx to immediately turn right to 360 degree and descend to FL280 for traffic. In the descent passing through FL300 ATC once again stressed the descent to FL280 for traffic. Air carrier xx advised ATC that we were now descending through FL300. ATC then requested a further turn right to 090 degree. There were 2 other flts on the frequency with call signs ending in xx which seemed to cause ATC confusion. The request by ATC for the turn and descent occurred at the boundary of cle and chicago center.

Title: REPORTER FLT REQUIRED ROUTE DEVIATION FOR WX REASONS. CONFUSION RESULTED APPARENTLY BECAUSE OF SIMILAR CALL SIGNS ON FREQ.
Narrative: ACR FLT XX FLYING FROM BRADLEY INT'L ARPT TO O'HARE INT'L ARPT ON 7/THU/89. AT APPROX 70 NM E OF PMM VOR ON J94 AT FL310, FLT REQUESTED A TURN OF 30 DEG TO N TO AVOID CLOUD BUILDUPS. ATC, IN A CONFUSED MANNER, ASKED WHERE WE WERE LOCATED. FLT XX REPLIED, '67 NM E OF PMM VOR ON J94 AT FL310.' ATC THEN APPROVED THE REQUEST AND THE TURN WAS INITIATED. AT APPROX 270 DEG HDG ATC INSTRUCTED ACR XX TO IMMEDIATELY TURN RIGHT TO 360 DEG AND DSND TO FL280 FOR TFC. IN THE DSCNT PASSING THROUGH FL300 ATC ONCE AGAIN STRESSED THE DSCNT TO FL280 FOR TFC. ACR XX ADVISED ATC THAT WE WERE NOW DESCENDING THROUGH FL300. ATC THEN REQUESTED A FURTHER TURN RIGHT TO 090 DEG. THERE WERE 2 OTHER FLTS ON THE FREQ WITH CALL SIGNS ENDING IN XX WHICH SEEMED TO CAUSE ATC CONFUSION. THE REQUEST BY ATC FOR THE TURN AND DSCNT OCCURRED AT THE BOUNDARY OF CLE AND CHICAGO CENTER.
