Narrative:

Air carrier X at FL210 asked me about traffic that just passed 500' or so under him. I saw no one. Then, as targets parted I saw a tracked target. I called the data block up. It was mlt Y at FL200. I told air carrier X of traffic, 1000 below. Mlt Y had deviated 20-30 mi to the east of course and was 60 mi into my airspace without a pointout from right/left/D 27 controller. He was very busy, working alone, with WX. I asked him about it later and he said he was sorry but that we just work too many airplanes alone now, and are expected to do so by supervisors.
