Narrative:
Small aircraft X, small aircraft was being vectored for the ILS runway approach at jvl. Small aircraft X was gnw jvl airport on downwind 220 leg at 2700 MSL. WX was M 11 broken at jvl. Small aircraft X was issued traffic 10 O'clock 4 mi nwbnd 1900 climbing squawking VFR. Small aircraft X advised that he was IMC. After another traffic call at 2500 climbing small aircraft X advised that it was impossible to be VFR at that altitude. Small aircraft X saw an small aircraft pass less than 1/2 mi behind it at the same altitude. I called jvl tower and asked if an small aircraft just departed, they said yes small aircraft Y. After the 2 aircraft passed, small aircraft Y turned off transponder until reaching 4500 in good VFR conditions.

Narrative: SMA X, SMA WAS BEING VECTORED FOR THE ILS RWY APCH AT JVL. SMA X WAS GNW JVL ARPT ON DOWNWIND 220 LEG AT 2700 MSL. WX WAS M 11 BKN AT JVL. SMA X WAS ISSUED TFC 10 O'CLOCK 4 MI NWBND 1900 CLIMBING SQUAWKING VFR. SMA X ADVISED THAT HE WAS IMC. AFTER ANOTHER TFC CALL AT 2500 CLIMBING SMA X ADVISED THAT IT WAS IMPOSSIBLE TO BE VFR AT THAT ALT. SMA X SAW AN SMA PASS LESS THAN 1/2 MI BEHIND IT AT THE SAME ALT. I CALLED JVL TWR AND ASKED IF AN SMA JUST DEPARTED, THEY SAID YES SMA Y. AFTER THE 2 ACFT PASSED, SMA Y TURNED OFF XPONDER UNTIL REACHING 4500 IN GOOD VFR CONDITIONS.
