Narrative:
On 8/wed/89 at XA30 phone company personnel. I called clover control to schedule operation through the restr area R6406-7 for purpose of phone line patrol. Said line run from wendover-gold hill-calleo-gandy-garrison, approximately 150 mi. Clover advised that the range was clod till XE00 hours. It is common knowledge that the mi air-ground communication on 134.1 MHZ is unreliable. I was instructed that if communication along the route was not possible to proceed as planned. After takeoff from env, clover did not reply when called (approximately XB30). At approximately XB55 I heard the first transmission from clover since takeoff. It was, '...intruder at 90 KTS...'. I then saw the fgt turning to the south. I called clover to inquire if I was the intruder. They said yes, and directed me to the other side of the mountain where I was unable to continue patrolling the phone cable lines. Recommendations: to avoid surprises clover range schedule should have advised the controllers of phone flight. Clover should transmit on both VHF and UHF at the same time so that other aircraft will have some idea of what's going on as well as knowing if clover radio is working. Clover should locate their remotes using leased phone line circuits for improved reliability of their links as well as maintenance of their radio. Military aircraft must stop low level flying over populated areas which our phone cable route through in this area. It is not uncommon for light aircraft to fly directly over north/south road area with no advice to clover. It is also very common for military aircraft to fly over the same populated areas. At approximately XF00 hours, I talked to clover's commander, who appeared upset over this incident. Their idea of safety is to prohibit all flying in this area. The problem appears to be one of communication and the military declines to do anything about this.

Narrative: ON 8/WED/89 AT XA30 PHONE COMPANY PERSONNEL. I CALLED CLOVER CTL TO SCHEDULE OPERATION THROUGH THE RESTR AREA R6406-7 FOR PURPOSE OF PHONE LINE PATROL. AT APPROX XF00 HRS, I TALKED TO CLOVER'S COMMANDER, WHO APPEARED UPSET OVER THIS INCIDENT. THEIR IDEA OF SAFETY IS TO PROHIBIT ALL FLYING IN THIS AREA. THE PROB APPEARS TO BE ONE OF COM AND THE MIL DECLINES TO DO ANYTHING ABOUT THIS.
