Narrative:
Upon landing at ind I noticed what could be a slight sluggishness in steering. I dismissed it to be crosswind and some wake turbulence from a departing large aircraft in front of me. I taxied to the FBO to let my passenger out after shutting the plane down. I decided to return to the plane to taxi and do a touch and go to possibly notice ground steering discrepancy. I began to taxi and the plane appeared airworthy. After the checklist was completed, I was cleared to takeoff and stay in the pattern. As the plane began the ground roll it swerved left, then right. I could not hold centerline and aborted the takeoff as it rolled to the right into the grass. On 8/mon/89, I had the plane checked by ind FBO/FAA approved repair station. The maintenance report read as follows: 'taxied aircraft at 30 KTS. Aircraft pulled to left. Removed wheel pants and inspected left brake. Found brake assembly cocked due to rusted ground pins. Cleaned pins and reassembled brake and installed pant cover. Taxied aircraft several times at 40 KTS; no pull noted.' an annual was done on this aircraft in 5/89. Close monitoring and inspection of annuals performed might help the problem from recurring.

Title: PLT OF SMA CHECKING STEERING PROBLEM, UNABLE TO CONTROL ON GND ROLL, VEERED OFF RWY INTO GRASS.
Narrative: UPON LNDG AT IND I NOTICED WHAT COULD BE A SLIGHT SLUGGISHNESS IN STEERING. I DISMISSED IT TO BE XWIND AND SOME WAKE TURB FROM A DEPARTING LARGE ACFT IN FRONT OF ME. I TAXIED TO THE FBO TO LET MY PAX OUT AFTER SHUTTING THE PLANE DOWN. I DECIDED TO RETURN TO THE PLANE TO TAXI AND DO A TOUCH AND GO TO POSSIBLY NOTICE GND STEERING DISCREPANCY. I BEGAN TO TAXI AND THE PLANE APPEARED AIRWORTHY. AFTER THE CHKLIST WAS COMPLETED, I WAS CLRED TO TKOF AND STAY IN THE PATTERN. AS THE PLANE BEGAN THE GND ROLL IT SWERVED LEFT, THEN RIGHT. I COULD NOT HOLD CENTERLINE AND ABORTED THE TKOF AS IT ROLLED TO THE RIGHT INTO THE GRASS. ON 8/MON/89, I HAD THE PLANE CHKED BY IND FBO/FAA APPROVED REPAIR STATION. THE MAINT RPT READ AS FOLLOWS: 'TAXIED ACFT AT 30 KTS. ACFT PULLED TO LEFT. REMOVED WHEEL PANTS AND INSPECTED LEFT BRAKE. FOUND BRAKE ASSEMBLY COCKED DUE TO RUSTED GND PINS. CLEANED PINS AND REASSEMBLED BRAKE AND INSTALLED PANT COVER. TAXIED ACFT SEVERAL TIMES AT 40 KTS; NO PULL NOTED.' AN ANNUAL WAS DONE ON THIS ACFT IN 5/89. CLOSE MONITORING AND INSPECTION OF ANNUALS PERFORMED MIGHT HELP THE PROB FROM RECURRING.
