Narrative:

Morning fog had restr the visibility at the airport, traffic was backed up, and air carrier X was asked to maintain his speed on the final. The pilot acknowledged and was sent to the tower. The pilot immediately reduced and the aircraft ground speed went from 200 KTS to 140 KTS on a 10 mi final. Had the pilot informed me that he could not maintain his speed then the air carrier Y behind him would not have overtaken him and it would not have been necessary to break air carrier Y off the final.
