Narrative:
Flying on soda fire aug/tue/89 en route for fire personnel pickup flying at 10,100 MSL (300 AGL) saw fgt navy aircraft flying directly at my helicopter. Took evasive action. Aircraft passed within 100'. Observed 2 people in aircraft. Inyo fire dispatch had notified the FAA on aug/mon/89 to enact at 91.91 with restriction of 12,500 and below.
