Narrative:

I had been training at the FBO at norman, ok, and just received my CFI 7/91 from the FAA at wiley post airport. The owner of FBO asked me to fly a student pilot (french student) to wpa to get an american license. I was not employed by FBO, but looking for an instructor's job and flying for him when needed. As we were in the office at wpa 3 men from the FAA asked me if the airplane on the ramp was FBO's. Yes, I replied. They asked to look at the plane. The 90 day registration slip had expired ('there was a new registration slip' said FBO, but could not be found at the time of the incident). The airplane was grounded. At the time, the FAA did not ask for my name, nor see me fly the airplane. Moreover, having been told a few days later that the FAA was looking for me, and that I should go to their office for fear of a violation, or the airplane would be taken away from FBO. Thus, under the circumstance, I spoke to the flight attendant, discussing the events noted above. They said 'I was cooperative and they would discuss my situation to fly to help me not get violated'. One note that I feel is important is that the FAA isn't after me, but FBO. I happened to get in the middle. FBO is currently under a fight investigation by the FAA, for bad maintenance and incorrect logbooks. Having flown the airplane in the past, I realize I took off too abruptly without making a complete check. There were absolutely no intentions of breaking any regulations.

Title: INSTRUCTOR PLT FLEW AN ACFT WITH AN EXPIRED CERTIFICATE.

Narrative: I HAD BEEN TRAINING AT THE FBO AT NORMAN, OK, AND JUST RECEIVED MY CFI 7/91 FROM THE FAA AT WILEY POST ARPT. THE OWNER OF FBO ASKED ME TO FLY A STUDENT PLT (FRENCH STUDENT) TO WPA TO GET AN AMERICAN LICENSE. I WAS NOT EMPLOYED BY FBO, BUT LOOKING FOR AN INSTRUCTOR'S JOB AND FLYING FOR HIM WHEN NEEDED. AS WE WERE IN THE OFFICE AT WPA 3 MEN FROM THE FAA ASKED ME IF THE AIRPLANE ON THE RAMP WAS FBO'S. YES, I REPLIED. THEY ASKED TO LOOK AT THE PLANE. THE 90 DAY REGISTRATION SLIP HAD EXPIRED ('THERE WAS A NEW REGISTRATION SLIP' SAID FBO, BUT COULD NOT BE FOUND AT THE TIME OF THE INCIDENT). THE AIRPLANE WAS GNDED. AT THE TIME, THE FAA DID NOT ASK FOR MY NAME, NOR SEE ME FLY THE AIRPLANE. MOREOVER, HAVING BEEN TOLD A FEW DAYS LATER THAT THE FAA WAS LOOKING FOR ME, AND THAT I SHOULD GO TO THEIR OFFICE FOR FEAR OF A VIOLATION, OR THE AIRPLANE WOULD BE TAKEN AWAY FROM FBO. THUS, UNDER THE CIRCUMSTANCE, I SPOKE TO THE FA, DISCUSSING THE EVENTS NOTED ABOVE. THEY SAID 'I WAS COOPERATIVE AND THEY WOULD DISCUSS MY SITUATION TO FLY TO HELP ME NOT GET VIOLATED'. ONE NOTE THAT I FEEL IS IMPORTANT IS THAT THE FAA ISN'T AFTER ME, BUT FBO. I HAPPENED TO GET IN THE MIDDLE. FBO IS CURRENTLY UNDER A FIGHT INVESTIGATION BY THE FAA, FOR BAD MAINT AND INCORRECT LOGBOOKS. HAVING FLOWN THE AIRPLANE IN THE PAST, I REALIZE I TOOK OFF TOO ABRUPTLY WITHOUT MAKING A COMPLETE CHECK. THERE WERE ABSOLUTELY NO INTENTIONS OF BREAKING ANY REGS.
