Narrative:
While on an IFR flight plan from arcata, ca to ukiah, ca on a part 91 repositioning flight, I was told by our center controller that the approach to ukiah was not authorized with the FSS closed and that the next controller would aid me with tower altitudes to try for a VFR arrival to ukiah. The next controller gave me a clearance to ukiah, 'cruise 6000' which I accepted as a routing to hopefully obtain visual contact with ukiah airport. I did break into VFR conditions (5000' scattered, 7000' broken, visibility 15 mi/approximately) while on the transition to the IAF but elected to continue the localizer DME 15 procedure to help assure terrain clearance and in case the scattered clouds became a factor. I attempted to contact center to cancel IFR at about 3000' MSL but was unable. I cancelled on the ground thru the oakland FSS. On reflection I realize I should not have filed to ukiah and should not have accepted the 'cruise 6000' clearance to ukiah as this is a clearance for an unauthorized transition and approach (with the FSS inoperative).
