Narrative:

We were cleared to hold at jan VOR because WX was 1000 RVR, 800 RVR, 800 RVR. Had previously briefed CAT 3 (our min 1000 RVR, 1000 RVR, operator). I advised approach of our minimums needed for CAT III approach. During holding approach advised us that RVR were 1200, 1200, 1000 and we were cleared approach when reaching VOR. We weren't ready so I asked for another turn in holding. We configured for the approach and rebriefed for a CAT ii since the WX was at CAT ii minimum. When turning inbound to the VOR the approach control cleared us for the ILS approach to runway 15L. We asked for the current RVR and it was 2400, 1800, 1000 (above our CAT I minimums). We shot the approach and saw the runway at approximately 200' AGL, made an uneventful landing. At the terminal I called our dispatch to get a takeoff alternate. He wanted to know how we landed since the CAT ii and CAT III approachs for runway 15L were notamed out. I told him that I had read the NOTAMS on the flight plan, but for some reason I had missed that (or forgotten about it). The copilot had listened to the jan ATIS and he had told me the WX and that CAT ii and CAT III approachs are authorized. We had the approach plate, and I was certified to fly them. If I had reviewed the NOTAMS during the approach briefing I would have seen it and questioned the copilot. I don't know what that ATIS said, but the next one after the WX had improved above CAT I said 'ILS 15L CAT ii and CAT III approach not authority/authorized until further notice.' the copilot says that he might have misunderstood the 'not' for 'are'. Even though he listened to it twice I could see where he might mishear. Even though it was CAT I WX, I briefed and flew a CAT ii approach and I'm not sure if it was authority/authorized or not. But I talked about a CAT III with the approach control, they were giving RVR's as if CAT ii and CAT III approachs were in progress and they cleared me for the approach with low RVR's. However, it is still my responsibility and I learned to definitely check and rechk the NOTAMS, also in bad WX to check the ATIS myself. I would recommend that if the approachs are not authority/authorized that approach control not give all 3 rvrs, also if the ATIS would read, 'CAT ii and CAT III approachs are not authority/authorized until further notice' it would emphasize the negative more.

WE SHOT THE APCH AND SAW THE RWY AT APPROX 200' AGL, MADE AN UNEVENTFUL LNDG. AT THE TERMINAL I CALLED OUR DISPATCH TO GET A TKOF ALTERNATE. HE WANTED TO KNOW HOW WE LANDED SINCE THE CAT II AND CAT III APCHS FOR RWY 15L WERE NOTAMED OUT. I TOLD HIM THAT I HAD READ THE NOTAMS ON THE FLT PLAN, BUT FOR SOME REASON I HAD MISSED THAT (OR FORGOTTEN ABOUT IT). THE COPLT HAD LISTENED TO THE JAN ATIS AND HE HAD TOLD ME THE WX AND THAT CAT II AND CAT III APCHS ARE AUTHORIZED. WE HAD THE APCH PLATE, AND I WAS CERTIFIED TO FLY THEM. IF I HAD REVIEWED THE NOTAMS DURING THE APCH BRIEFING I WOULD HAVE SEEN IT AND QUESTIONED THE COPLT. I DON'T KNOW WHAT THAT ATIS SAID, BUT THE NEXT ONE AFTER THE WX HAD IMPROVED ABOVE CAT I SAID 'ILS 15L CAT II AND CAT III APCH NOT AUTH UNTIL FURTHER NOTICE.' THE COPLT SAYS THAT HE MIGHT HAVE MISUNDERSTOOD THE 'NOT' FOR 'ARE'. EVEN THOUGH HE LISTENED TO IT TWICE I COULD SEE WHERE HE MIGHT MISHEAR. EVEN THOUGH IT WAS CAT I WX, I BRIEFED AND FLEW A CAT II APCH AND I'M NOT SURE IF IT WAS AUTH OR NOT. BUT I TALKED ABOUT A CAT III WITH THE APCH CTL, THEY WERE GIVING RVR'S AS IF CAT II AND CAT III APCHS WERE IN PROGRESS AND THEY CLRED ME FOR THE APCH WITH LOW RVR'S. HOWEVER, IT IS STILL MY RESPONSIBILITY AND I LEARNED TO DEFINITELY CHK AND RECHK THE NOTAMS, ALSO IN BAD WX TO CHK THE ATIS MYSELF. I WOULD RECOMMEND THAT IF THE APCHS ARE NOT AUTH THAT APCH CTL NOT GIVE ALL 3 RVRS, ALSO IF THE ATIS WOULD READ, 'CAT II AND CAT III APCHS ARE NOT AUTH UNTIL FURTHER NOTICE' IT WOULD EMPHASIZE THE NEGATIVE MORE.
